You have to have a sim that has the evil trait then click on any toddler or baby and select “Steal Candy” and volia.

Well, CECII, I dont have the sims 3, but I’ve heard that all you do is click on the floor near the object you want to steal and you’re sim just sorta gets the message, if ya know what I mean.
